Progressive Intercultural Community Services (PICS) Society is aregistered non-profit organization that has been serving the communitysince 1987. PICS Society provides a broad spectrum of programs andservices which includes Employment Programs, Settlement Services,Language Services, Social Programs and Housing Services. Our servicesassist new immigrants, seniors, farm workers, women and youth.
What is FCR?
Foreign Credential Recognition Loans Program is funded by the Federal Government of Canada to help skilled immigrants get back into their own professional field or find alternative career field. The program offers multiple loans up tp $30,000 use towards credential evaluation, tuition, livigin allowance and others. The program also do offer free support services

Satbir Singh Cheema
President & CEO
Satbir embarked on his journey in the field of community service with a strong educational foundation. In 1981, he earned his Engineering Degree from Punjab Engineering College (PEC) in Chandigarh, India. His pursuit of knowledge led him to Canada in 1988, where he completed his Masters in Business Administration at the University of Manitoba in Winnipeg. After a brief stint in India, Satbir returned to Canada as a landed immigrant in 1994, setting the stage for his impactful career.
Raj Brar
Director of Career Services
Raj Brar is a reliable, committed, and results-focused individual with over 20 years of experience in education and employment programs. She has a diverse skill set, including project development, project management, event coordination, fundraising, and educational and employment counseling. Raj has contributed her expertise to both public and non-profit sectors, making a positive impact in various organizations. Raj’s immigration journey to Canada was marked by challenges, starting as a blueberry picker with low wages and unrecognized credentials. However, her determination led her to pursue education in Computer Technology and employment counseling(CCDP), which ultimately led to a position at BCIT.
In 2018, Raj joined PICS’s Foreign Credential Recognition Loans program, where she successfully led a team that assisted Internationally Trained Professionals (ITPs) in settling into different cities across BC. Currently, Raj serves as the Director of Career Services at PICS, where she is deeply passionate about empowering women, supporting professionals, and addressing workplace and community racism.
